What stands out

ministryofjustice is the largest estate here, at 2,396 public repositories.

Repository count is a poor proxy for size of system - much of any government estate is archived - but it is a fair measure of how much an organisation has chosen to do in the open.

Every organisation is measured the same way.

One pipeline, one extractor, one set of conventions, run against the file tree at HEAD of every live repository. Where an organisation looks unusual here, that is a property of its repositories rather than of how it was measured.
